WhatsApp Business API in Nigeria: Cost and Who Needs It (2026)

WhatsApp Business API in Nigeria: Cost and Who Needs It (2026)

If your team is drowning in WhatsApp chats, missing orders at night, or sending the same delivery update to customers one by one, the free WhatsApp Business app has probably reached its limit.

For Nigerian businesses, the next step is the WhatsApp Business API, now called the WhatsApp Business Platform. It adds automation, chatbots and multi-agent inboxes, but it is paid per message, and Meta changed how it charges on 1 October 2026. Budgeting from old figures can leave you with a surprise bill.

The WhatsApp Business API in Nigeria costs about $0.0067 (roughly ₦9) per utility or service message and about $0.0516 (roughly ₦69) per marketing message, on Meta's rate card effective 1 July 2026 (FCB.ai; Zernio). The first 1,000 service messages per number each month are free, and solution providers add their own fees. It suits businesses that need automation, high volume, or several staff on one number.

In this guide, you'll learn what the API is, how Meta's 2026 pricing works, what it costs in naira, worked monthly examples, the hidden costs, who needs it and who doesn't, how to set it up, and how to keep your bill down.

What is the WhatsApp Business API?

The WhatsApp Business API is Meta's paid platform for businesses that need to send, receive and automate WhatsApp messages through software instead of a phone. Meta now calls it the WhatsApp Business Platform, and most businesses use it through the Cloud API, which Meta hosts.

WhatsApp Business appWhatsApp Business Platform (API)
CostFreePer delivered message, plus provider fees
InterfacePhone app + up to 4 linked devicesYour own software, or a provider's shared inbox
AutomationGreeting, away messages, quick repliesChatbots, AI agents, triggered notifications, CRM sync
Outbound messagesBroadcast lists to contacts who saved your numberApproved message templates to opted-in customers
Who manages itYouYou or a Business Solution Provider (BSP)

Three ways to access the Platform

  1. Directly through Meta's Cloud API. You connect your own software. Lowest fees, but you need a developer.
  2. Through a Business Solution Provider (BSP). A Meta partner gives you a dashboard, shared inbox and chatbot builder for a monthly fee or a mark-up on messages.
  3. Through a CRM or e-commerce tool that includes WhatsApp, using its own BSP connection.

Can you keep using the WhatsApp Business app?

Often, yes. Meta's Coexistence option lets eligible businesses connect a number already registered on the WhatsApp Business app to the Cloud API, keeping the app working on the same number (Wati). Availability depends on Meta's eligibility rules, and the number must not be restricted or linked to another API provider (Eazybe). Without Coexistence, the number must be removed from the app before it can move to the API.

How does WhatsApp Business API pricing work in 2026?

Meta charges per delivered message. The price depends on two things: the message category and the country code of the customer's phone number. Meta moved from per-conversation to per-message pricing on 1 July 2025 (FCB.ai).

The four message categories

CategoryWhat it isExampleCharged?
MarketingPromotions, offers, reminders to buy"Our Black Friday sale starts tomorrow"Always
UtilityUpdates about an existing order or account"Your order has shipped"Yes; inside the 24-hour window too from 1 October 2026
AuthenticationOne-time passwords and login codes"Your code is 482913"Always
ServiceFree-form replies to a customer who messaged first"Yes, we deliver to Enugu"First 1,000 per number each month free, then billed at the utility rate

What changed on 1 October 2026

Before October 2026, service replies and utility templates sent inside the 24-hour customer service window were free. From 1 October 2026, both are billed at the recipient country's utility rate, after the first 1,000 free service messages per phone number each month (Respond.io; FCB.ai).

What is still free

  • The first 1,000 service messages per business phone number each month.
  • Messages in a 72-hour free entry point window. This opens when a customer messages you from a Click-to-WhatsApp ad or a Facebook Page WhatsApp button and you reply within 24 hours (Respond.io).
  • The WhatsApp Business app. None of these charges apply to it (DUBAWA).

Key terms

  • Customer service window: a 24-hour period that opens each time a customer messages you. Free-form replies are only allowed inside it.
  • Template message: a pre-approved message format required to message a customer outside the 24-hour window.
  • Volume tiers: discounts on utility and authentication rates at high monthly volume. Marketing rates do not get volume discounts (Whatsetter).

How much does the WhatsApp Business API cost per message in Nigeria?

On Meta's rate card effective 1 July 2026, messages to Nigerian numbers cost $0.0516 for marketing and $0.0067 for utility, authentication and (from 1 October 2026) service messages (Zernio; FCB.ai). Meta bills in US dollars, so the naira cost moves with the exchange rate.

Message categoryMeta rate (USD)Approx. naira at ₦1,337/$Cost per 1,000 messages
Marketing$0.0516₦69≈ ₦69,000
Utility$0.0067₦9≈ ₦9,000
Authentication$0.0067₦9≈ ₦9,000
Authentication-international$0.0750₦100≈ ₦100,000
Service (after 1,000 free each month)$0.0067₦9≈ ₦9,000

Naira figures use ₦1,337 to the dollar, the late-August 2026 rate cited by ChatMaxima. They exclude VAT and provider fees.

Why Nigerian reports show different figures

Some Nigerian outlets reported about $0.0101 (≈ ₦14) per utility message and $0.062 (≈ ₦84) per marketing message for October 2026 (BusinessDay). FCB.ai notes that Meta's published card it checked in September 2026 did not show that change (FCB.ai). Meta updates rate cards periodically, so confirm the current Nigerian rate in Meta's pricing documentation or with your provider before you budget.

Rule of thumb: one marketing message costs about the same as eight utility messages. Keep promotional wording out of order updates, because Meta can classify a template with promotional content as marketing (Techpoint Africa).

What would the WhatsApp API cost a Nigerian business per month?

Message mix matters more than volume: a few thousand marketing messages can cost more than tens of thousands of service replies. The examples below use the July 2026 rate card and ₦1,337/$. They show Meta's charges only, before VAT and provider fees. The businesses and volumes are illustrative.

Example 1: Lagos online fashion store

3,000 orders a month, three order updates each, four replies per customer chat, and two promotional broadcasts to 5,000 opted-in customers.

Message typeVolumeCalculationCost
Utility (order confirmed, shipped, delivered)9,0009,000 × $0.0067$60.30 (≈ ₦80,600)
Service replies12,000(12,000 − 1,000 free) × $0.0067$73.70 (≈ ₦98,500)
Marketing broadcasts10,00010,000 × $0.0516$516.00 (≈ ₦689,900)
Total$650.00 (≈ ₦869,000)

Marketing is 79% of the bill. Halving broadcasts to one a month saves about ₦345,000.

Example 2: Abuja clinic

800 appointment reminders a month and about 900 replies to patient questions.

Message typeVolumeCalculationCost
Utility (appointment reminders)800800 × $0.0067$5.36 (≈ ₦7,200)
Service replies900Within the 1,000 free$0
Total$5.36 (≈ ₦7,200)

At this volume, Meta's fee is small; the provider's monthly subscription is the real cost.

Example 3: Fintech sending login codes

50,000 one-time passwords and 20,000 support replies a month.

Message typeVolumeCalculationCost
Authentication50,00050,000 × $0.0067$335.00 (≈ ₦447,900)

Total$462.30 (≈ ₦618,100)

Volume tiers can lower authentication rates at this scale (Whatsetter).

Example 4: Real estate agency running Click-to-WhatsApp ads

2,000 leads a month arrive from ads, all handled inside the free 72-hour entry point window, then 2,000 follow-up marketing templates to leads who went quiet.

Message typeVolumeCalculationCost
Ad conversations (free entry point)2,000 chatsFree if answered within 24 hours$0
Marketing follow-ups2,0002,000 × $0.0516$103.20 (≈ ₦138,000)
Total$103.20 (≈ ₦138,000)

What other costs come with the WhatsApp Business API?

Meta's message fees are only part of the bill. Budget for provider fees, VAT, setup and, if you use one, an AI agent.

CostWhat it coversHow it is charged
Business Solution Provider (BSP) feeDashboard, shared inbox, chatbot builder, supportMonthly subscription, a mark-up per message, or both. Some providers pass Meta's rate through and charge for the platform only (FCB.ai)
VATTax on Meta's charges7.5% in Nigeria where applicable (ChatMaxima)
Setup and integrationConnecting your website, store, CRM or payment systemOne-off developer or agency fee
AI agentAutomated replies written by AIMeta's Business Agent moved to token-based pricing from 1 August 2026, reported at $2 per million tokens (SleekFlow). Third-party AI tools charge separately
Staff timeWriting templates, monitoring quality, replying to escalationsInternal cost

Questions to ask any provider:

  1. Do you pass Meta's per-message rate through unchanged, or add a mark-up?
  2. Is billing in naira or dollars, and at what exchange rate?
  3. Is there a minimum monthly fee or message commitment?
  4. Does the plan include Coexistence, so we keep the WhatsApp Business app?
  5. Can you report cost per conversation and per sale, not just per message?

Meta also requires a valid payment method on file for Platform billing; businesses without one can have message delivery stopped (FCB.ai).

Who needs the WhatsApp Business API in Nigeria?

You need the API when WhatsApp has become a system, not a phone: messages must be sent automatically, several staff must work one number at once, or volume is too high for one phone and four linked devices. If none of that applies, the free app is enough.

Signs you need the API

  • Automatic notifications: your website, store or app must send order confirmations, payment receipts, delivery updates or appointment reminders without a person.
  • More than five people replying: the app supports one phone plus up to four linked devices (Green API).
  • 24/7 replies: you want a chatbot or AI agent to answer when staff are offline.
  • Login codes: you send one-time passwords to customers.
  • Large opted-in lists: you message thousands of customers who opted in, not just contacts who saved your number.
  • CRM reporting: you need every chat and sale tracked against a customer record.

Who typically needs it

Business typeTypical use
Banks, fintechs and lendersLogin codes, transaction alerts, support
E-commerce and retail chainsOrder and delivery updates, abandoned cart reminders, catalogue browsing
Logistics and courier companiesPickup and delivery notifications, tracking
Insurance companies and brokersPolicy renewals, claims updates
Hospitals and diagnostic chainsAppointment reminders, result-ready notices
Schools and training providersAdmissions follow-up, fee reminders

Who can stay on the free app

  • Sole traders and small teams replying by hand
  • Businesses handling under a few hundred chats a week
  • Service providers who mainly receive enquiries, such as most small law firms, salons and consultants
  • Businesses that only need links, a catalogue and broadcast lists

How to set up the WhatsApp Business API in Nigeria

You need a Meta Business portfolio, a phone number for the API, a payment method, and either a developer or a Business Solution Provider. Most Nigerian businesses go live through a provider using Meta's Embedded Signup, which Wati describes as Meta's recommended onboarding method for the Cloud API (Wati).

Requirements

RequirementNotes
Meta Business portfolioFormerly Business Manager. Create it at business.facebook.com
Business verificationMeta checks your legal business details. Have your CAC registration, address and a matching website or domain ready
Phone numberA new number, or your WhatsApp Business app number through Coexistence
Display nameThe business name shown to customers; should match your brand
Payment methodCard or provider billing for message charges
Customer opt-inPermission from customers before you send them template messages

Setup steps

  1. Choose your route: direct Cloud API with a developer, or a Business Solution Provider.
  2. Create or confirm your Meta Business portfolio and start business verification.
  3. Connect your number through Embedded Signup. If it is on the WhatsApp Business app, choose Coexistence where offered, or migrate it.
  4. Add a payment method in Meta or with your provider.
  5. Write message templates for order updates, reminders and promotions, and submit them for Meta's approval.
  6. Connect your systems: website, online store, CRM or payment gateway.
  7. Set up automation: greeting flows, a chatbot or AI agent, and routing to staff.
  8. Test with your own team, then launch to customers.

Simple setups through a provider can go live in days. Integrations with custom systems usually take longer.

How to keep your WhatsApp Business API costs down

Cut marketing volume first, use free windows, and design conversations that resolve questions instead of just sending fewer messages.

  1. Send fewer, better-targeted marketing messages. At about eight times the utility rate, broadcasts are usually the biggest line. Segment your list and message only customers likely to buy.
  2. Keep utility templates purely transactional. Promotional wording in an order update can get the template classified as marketing (Techpoint Africa).
  3. Use Click-to-WhatsApp ads for acquisition. Reply within 24 hours and messages inside the 72-hour free entry point window cost nothing (Respond.io).
  4. Use your 1,000 free service messages per number. Smaller teams may stay within the free tier.
  5. Keep the Business app for manual chats. With Coexistence, messages your staff send from the app are not Platform messages, so they are not billed at Platform rates (Techpoint Africa).
  6. Design for resolution, not brevity. Cutting messages from a journey saves little if more customers end up needing a human agent (FCB.ai).
  7. Compare provider pricing models. A pass-through rate plus a flat platform fee is easier to forecast than a per-message mark-up.
  8. Protect your number's quality. Spammy campaigns lead to blocks and reports, which can restrict your sending. See Why WhatsApp Business Numbers Get Banned, and How to Avoid It (2026).

To cut costs before you even reach the API, use catalogues and quick replies on the free app. See Auto-Replies and Catalogues That Close Sales on WhatsApp Business (2026 Guide).

Frequently asked questions

How much does the WhatsApp Business API cost in Nigeria?

On Meta's rate card effective 1 July 2026, a marketing message to a Nigerian number costs $0.0516 (about ₦69) and a utility, authentication or service message costs $0.0067 (about ₦9). Provider fees and 7.5% VAT are extra.

Is the WhatsApp Business API free?

No. Meta charges per delivered message. The first 1,000 service messages per number each month are free, and messages in a 72-hour free entry point window from Click-to-WhatsApp ads are free.

Does Meta's October 2026 change affect the WhatsApp Business app?

No. The per-message charges apply to the WhatsApp Business Platform (API). The WhatsApp Business app remains free.

Does Meta charge in naira?

Meta's rate card is in US dollars, so the naira cost changes with the exchange rate. Some providers bill in naira at their own rate.

Can I use the WhatsApp Business API without a provider?

Yes, through Meta's Cloud API, but you need a developer to connect it to your systems. Most SMEs use a Business Solution Provider for the dashboard and support.

Can I use the same number on the WhatsApp Business app and the API?

Often, yes. Meta's Coexistence option lets eligible businesses connect their WhatsApp Business app number to the Cloud API and keep using the app.

Do I need CAC registration to use the WhatsApp Business API?

Meta requires business verification for the Platform, which checks your legal business details. In Nigeria, CAC registration documents are the usual proof.

Why is a marketing message more expensive than a utility message?

Meta prices message categories differently. Promotional messages cost about eight times as much as transactional updates for Nigerian numbers.

How long does WhatsApp Business API setup take?

A simple setup through a provider can go live in days. Business verification, template approval and custom integrations can take longer.

Who needs the WhatsApp Business API?

Businesses that send automatic notifications, need chatbots, have more than five people replying, send login codes, or need WhatsApp chats tracked in a CRM.

Budget by message mix, not by headline rate

The WhatsApp Business API costs about ₦9 per utility or service message and about ₦69 per marketing message for Nigerian numbers on the July 2026 rate card, before VAT and provider fees. Whether it is worth it depends on your mix: automated updates and support are cheap, broadcasts are not. Start with the free app, and move when automation, volume or team size demands it.
